Basically, if you hold a higher tier (such as Platinum or Reserve), AMEX may disqualify you from receiving a welcome bonus (such as gold) on a lower tier card.

If AMEX rejects your application, you should receive a letter stating why AMEX rejects your application. You can use this information to improve your financial situation before applying again.
