- Place chili flakes, garlic, soy sauce, oyster sauce, honey, rice vinegar and sesame oil in a mixing bowl and stir until combined. Set aside.


- Steam the green beans. Then immediately transfer them to a bowl of ice water and blanch them to maintain crispness. Remove from water and set aside.


- Gently dry the shrimp with paper towels to remove as much moisture as possible. Season with salt and pepper and stir in the cornstarch. Make sure all the shrimp are evenly coated.


- Heat a large skillet to medium-high and add oil. Fry shrimp until golden brown, about 1-2 minutes per side. You may need to fry in two batches as you don’t want to overcrowd the skillet. Place on a plate and set aside.


- Add sauce to skillet and reduce heat to low. Stir until simmering, about a minute, then add shrimp and green beans to skillet. Toss gently to coat with sauce.


- Once the shrimp and green beans are coated with the sauce and hot, remove from the heat. Sprinkle with chopped scallions and serve with noodles or rice.
