Is it illegal to make someone wait for an hour? #shorts

My boss intentionally made all the candidates interview 1 hour later than the scheduled interview time. This is their “filtering” method as they refuse to consider people who leave during the 1+ hour wait. Is this legal?
Yes it’s legal, it’s stupid, but it’s not illegal. I say this because there is no law stopping people from waiting, but that’s stupid. Like, who sits down for an hour and allows themselves to be treated disrespectfully?
You know, I do remember one time when I was still doing search, someone took over a function for my client, and the replacement asked me to come out and meet with him. So I drove two hours to his office, waited an hour, and I just sat there. After waiting for 20 minutes, I walked up to reception and asked, “I’m curious: one, is this typical? I hope not. Two, how long do you think he will wait?” I got the answer and it turned out to be 35 minutes. I got a lot of apologies, yada yada yada.
I wonder what the hiring manager would do if the candidate kept him on hold for an hour. I also wonder what kind of job it is that he or she wants to hire a sheep – someone who is willing to sit for an hour without any explanation for the delay – which is a good thing. So, you know, it’s not illegal; it’s just stupid.
I want to say to you, well, I hope those of you who have been waiting will leave a comment on Glassdoor or wherever that says this person did this. You know, it should be exposed for what it is: stupid.
